Well i fixed it, seems that dinput8 and setting the affinity to 1 core did it, neither worked on Posted January 2, 2011. I tried downloading a saved game file, copied it to C:\Users\Johnny5\Documents\GTA Vice City User Files. I tried to start the game from the saved file and it started from the very beginning. I then did an uninstall and a clean install and I'm still getting the same problem.
Make sure to then use a no-cd exe. I got mine from GameCopyWorld. Also, when installing, make sure to check the option to install the music to the hard drive. Together, these measures will remove the need for having the disc in the drive, which will also remove any copy protection that may be causing the issue.
